Overview

This workshop will incorporate the updated USAID regulations, as per the rule changes effective December 26, 2014.
The risks involved in procurement execution make this area a primary focus of audits and compliance reviews. Yet organizations struggle to develop and implement the right mix of operating procedures, systems, controls, and trainings that would ensure effective and compliant procurement.

Procurement is about more than operating procedures. To be both effective and efficient and to be in full compliance with organizational, donor and local requirements, procurement must be well planned and well executed.

This course is one of three required to earn InsideNGO’s Certificate in USAID Assistance Management.

Course Objectives

At the end of this workshop, participants will be able to utilize their knowledge of USAID's updated procurement guidelines, review budgets, and develop procurement plans that address organizational and USAID requirements under grants and cooperative agreements.

  • Understand the updated USAID procurement regulations, key underlying documents, and any relevant updates
  • Learn how to develop your procurement planning based on a project proposal budget
  • Manage procurement when there are revisions to the budget
  • Know when prior approvals and waivers are necessary
  • Understand the procedures for prior approvals and waivers
  • Appreciate the importance of fair and open competition
  • Illustrate procurement documentation best practices
  • Know the steps required in procurement execution
  • Manage procurement decisions when disaster strikes
  • Understand recent changes to USAID procurement regulations

What You Will Learn

This workshop will provide participants with the knowledge, sample systems and tools to be able to effectively manage all aspects of procurement that are typically required in project implementation.

In this workshop you will learn:

  • How to plan procurement based on what is budgeted
  • How to navigate through each of the key steps in the procurement process including establishing specifications of goods; requesting and evaluating bids; selecting vendors; ensuring quality in procurement; and documenting the procurement process;
  • How to reduce your organizational risk related to procurement execution
  • Processes to ensure compliance with USAID requirements, including prior approvals, waivers, restrictions on goods and services;
  • How to manage revisions to the project proposal budget and other changes that affect procurement including budget reductions, revised specifications, price fluctuations and procurement in disaster situations.
  • How to understand competitive requirements and the issues that affect competition including sole source; unwillingness of vendors to provide written bids; and cultural issues that may arise in procurement.

The workshop is taught by senior practitioners who represent decades of experience managing all aspects of procurement and will be able to provide best practices and lessons learned. It is a highly participatory workshop that combines instruction with large and small group formats, scenarios and problem solving exercises. Ample question and answer time is included as well as opportunities to speak with the trainers throughout.
